DESCRIPTION
Summary: Performs a variety of routine and complex technical, supervisory and administrative work in plans review and analysis, inspection, and enforcement to determine compliance with all applicable ordinances as well as accepted standards relating to building. Provides technical assistance to field inspectors in all matters relating to building.
Essential Duties and Responsibilities include the following. Other duties may be assigned.
- Provide strong and effective leadership and supervision of the employees comprising the Building Division, ensuring a well-run department with efficiently balanced work distribution;
- Communicate with municipal and company managers and staff.
- Communicate current and changing building codes, monitor and report on trends;
- Handle all managerial duties including development of the division budget, ongoing financial oversight, complaint response, and management reporting;
- Facilitate meetings as an effective tool for employees to work in partnership with other divisions or departments to attain stated goals;
- Prepares and presents oral and written reports;
- Evaluate current systems, procedures and policies, in particular with regard to internal work flow and the overall design review processes; identify areas that require updating or reengineering; and implement necessary changes in a timely and cost-effective manner;
- Participates in and/or conducts preliminary plan reviews;
- Conducts inspections on complex projects and assists inspectors, plan check engineers, and permit technician staff in resolving problems;
- Experience in the implementation and management of a paperless plans review and inspections system is preferred.
POSITION REQUIREMENTS

- Extensive knowledge of the national, state and local building and zoning codes including application sections of the Florida Building Code, Miami Dade County Code, National Fire Protection Association codes, safety standards and related ordinances and regulations. Ability to read and interpret plans, specifications and blueprints. Ability to perform onsite inspections.
- Ability to detect violations and unsafe building work. Ability to direct the work of subordinates. Knowledge of OSHA standards, rules and regulations. Knowledge of building construction materials and methods of the stages of construction when possible violations and defects may most easily be observed and corrected. Ability to make decisions recognizing established precedents and practices, and to use resourcefulness and tact in meeting new problems. Ability to supervise the work of others in a manner conducive to full performance and high morale. Ability to establish and maintain effective working relationships with subordinates and other employees.
Education and/or Experience
- Reviews codes, regulations and standards to keep abreast of the latest edition of the Florida Building Code.
- Attends technical seminars.
- Participates in training conferences, and other continuing education programs to keep current with technology, maintain skills, and meet current licensing requirements.
- Must have a minimum of a B.S. in a related field or an equivalent combination of education and experience.
- A minimum of five (5) years' experience in a supervisory capacity.
- Must meet the minimum education, licenses and experience requirements to be Certified by the Miami Dade Board of Rules and Appeals
License and Certification
- Certified Building Code Administrator by the State of Florida Department of Business and Professional Regulation.
- State of Florida Professional Engineer OR State of Florida Registered Architect OR State of Florida Certified General Contractor
- Must be certified or certifiable as a Building Official by the Miami Dade and or
- the Broward County Board of Rules and Appeals (BORA).
Physical Demands
Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through the use of telephone and personal contact as normally defined by the ability to see, read, talk, sit, stand, hear, use hands to finger, handle, feel or operate objects, and read and write English. Physical capability to effectively use and operate various items of office equipment; such as but not limited to a personal computer, calculator, copier and fax machines.

The starting wage range commences at $60 per hour (low end of the range), subject to potential increases contingent upon factors such as experience, licenses, or certifications.
