Job Details

This is a highly responsible administrative and professional position providing management, leadership and direction to all functions of the Department. Performs complex, specialized and independent duties involving the enforcement of the Nassau County Code of Ordinances. Ability to supervise the work of subordinates in a manner conducive to full performance and high morale. Ability to enforce the local code enforcement ordinance and explain regulations to the public with tact, courtesy, firmness and impartiality. Provides administrative support to the Code Enforcement Special Magistrate.

• Directs, represents, and manages the day-to-day operations of the Department.
• Answers the telephone; provides information as requested and/or forwards calls to appropriate staff person; takes messages as needed.
• Greets and assists office visitors.
• Receives inquiries and complaints from contractors, property owners, County officials and the public. Directs appropriate Department Personnel in the interpretation and explanation of regulatory provisions for the negotiation of compliance. Prepares technical reports as required.
• Serves as subject matter expert resource for staff.
• Provides technical program information and policy interpretation.
• Directs duties of assigned professional, technical and clerical staff. Duties include instructing; assigning; reviewing; and providing lead direction to staff; maintaining standards; coordinating activities; allocating personnel, selecting new employees; acting on employee problems and recommending employee transfers, promotions, discipline and termination.
• Maintains awareness of changes in operating policies and routinely reviews policies to ensure any changes in practice are appropriately incorporated into functions under charge. Recognizes and understands the relationship between operating policies and practices and morale and performance.
• Responsible for the preparation, implementation and maintenance of the Department's annual budget.
• Reviews the work of subordinates for completeness and accuracy; evaluates and makes recommendations as appropriate; offers training, advice and assistance as needed. Ensures that personnel understand what results are expected of them, and that each is regularly and appropriately informed of all matters affecting or of concern to them.
• Provides follow-up on all Department actions, and ensures accurate records are maintained for all cases. Reviews and monitors liens as appropriate; testifies in legal proceedings as required.
• Composes, types, prepares, processes, files, copies and/or transmits a variety of documents, which may include daily inspection logs, reports, flow charts, diagrams, violation notices, maintenance reports, memos and correspondence.
• Operates a variety of equipment, which may include a vehicle, computer, , fax machine, copier, recording equipment, calculator, telephone, , camera, postage meter, audio visual equipment, printer, scanner etc.
• Conducts investigations of complaints and violations; gathers evidence, information, and documentation.
• Analyzes facts and evidence; recommends civil/criminal penalties; prepares and issues citations of violation.
• Reviews case files and reports for presentation to the Code Enforcement Special Magistrate and attends Code Enforcement Special Magistrate meetings.
• Maintains required certification through state-mandated continuing education and has a thorough knowledge of Florida Statute 162.
• Interacts and communicates with various groups and individuals such as immediate supervisor, co-workers, County personnel, Board/Committee members, various outside agencies and professionals, vendors and the general public.
• Attends and remains at work regularly and adheres to policies and procedures regarding absenteeism and tardiness. Provides adequate notice to higher management with respect to vacation time and leave request.

Requires a Degree in Business Administration or Public Administration, supplemented by five (5) years of experience in code compliance, two (2) years of which was in a supervisory capacity or a combination of education, training and experience that provides the knowledge, skills and abilities. Must possess a valid State Driver's License. Must obtain and maintain a State of Florida Fundamentals of Code Enforcement Certification, a State of Florida Administrative Aspects of Code Enforcement Certification, a State of Florida Legal Issues in Code Enforcement Certification, and a State of Florida Officer Safety & Field Operations Certification within eighteen (18) months of employment.

• Knowledge of the methods, policies and procedures of the County as they pertain to the performance duties of the Code Enforcement Division Manager.
• Knowledge of the laws, ordinances, standards and regulations pertaining to the specific duties and responsibilities of the position.
• Knowledge of the organization of the County and of related departments and agencies.
• Ability to comprehend, interpret and apply regulations, procedures and related information.
• Skilled in bookkeeping, administrative and clerical skills.
• Knowledge of modern office practices and technology.
• Knowledge of proper English usage, punctuation and spelling and grammar.
• Ability to perform required mathematical calculations. Ability to type accurately at a rate sufficient for the successful performance of assigned duties.
• Ability to operate and maintain a variety of office equipment as necessary in the performance of daily activities.
• Skilled in applying a responsible attention to detail as necessary in preparing reports and correspondence.
• Ability to assemble and analyze information and prepare reports and records in a concise, clear and effective manner.
• Ability to use a computer for word and data processing.
• Ability to read and interpret complex materials pertaining to the responsibilities of the job.
• Ability to maintain confidentiality as required.
• Ability to take the initiative to complete the duties of the position without the need of direct supervision.
• Ability to compile, organize and utilize various financial information necessary in the preparation of the departmental budget and knowledge of how to prepare and monitor the budget.
• Ability to use independent judgment in performing routine and non-routine tasks.
• Ability to plan, organize and prioritize daily assignments and work activities.
• Ability to offer training and assistance to co-workers and employees of other departments as required.
• Ability to learn and utilize new skills and information to improve job performance and efficiency.
• Ability to effectively supervise and evaluate the work of subordinate clerical personnel as assigned.
